There are three simple requirements: Program Enrollment (or Income), Home Age, and Location.

The Energy Savings Assistance (ESA) program is funded by the Public Purpose Program charge on your utility bill. Because this is a state-mandated initiative managed by PG&E, eligibility is strictly defined by the California Public Utilities Commission (CPUC). Review the criteria below to see if your household qualifies for these no-cost upgrades.

If you or anyone in your household is currently enrolled in any of these programs, you meet the household requirement automatically.

  • CARE / FERA (Utility Discount)
  • CalFresh (Food Stamps)
  • Medi-Cal / Medicaid
  • WIC (Women, Infants & Children)
  • LIHEAP (Home Energy Assistance)
  • SSI (Supplemental Security Income)
  • NSLP (National School Lunch Program)
  • CalWORKs (TANF) / Tribal TANF
  • Bureau of Indian Affairs General Assistance
  • Head Start Income Eligible (Tribal Only)

If you are not enrolled in the programs above, you may qualify based on your total household income (before taxes).

🏠 Mandatory Property Requirements

Regardless of income, your home must meet these basic criteria to be eligible for work:

  • Home Age: Home must be at least 5 years old (Built before 2022). Older homes (Pre-2010) are prioritized for weatherization.
  • Housing Type: Single Family Home, Mobile Home, or Apartment/Condo.
  • Utility Account: Must have an active PG&E account in your name (or landlord’s name).

Common Eligibility Questions

How do I verify that Bright Ideas is authorized?

Transparency is key. We are listed as an official ESA Program Contractor. You can verify our credentials directly on the PG&E website by downloading the Official Contractor List (PDF).

I rent my home. Do I qualify?

Yes! Renters are fully eligible for the program. However, we will need a signed Property Owner Waiver from your landlord giving us permission to make improvements to the building (like weatherstripping or new appliances).

Will this raise my property taxes or rent?

No. These improvements are considered maintenance and energy efficiency upgrades, which typically do not trigger tax reassessments. For renters, the program is designed to lower your utility bills without affecting your lease terms.

I applied a few years ago. Can I apply again?

It depends. If you received services more than 5 years ago, you may be eligible for a new assessment to see if you qualify for new measures. If you recently moved to a new address that hasn’t been treated, you are likely eligible immediately.
